Need help to build app

I need a mobile app which can post shouts from anyone in the world with their locations.

Search functions are available to search for the keywords/hashtags of the shouts, including the time & location where the shout was posted.

Detailed map will be shown on the search result with the location, time and details of the shout.

Function to communicate with the person who posted the shout.

How should I start with it?
